Hello,
I've downloaded some iMessage apps, and when I launch the app drawer, long press to move apps, and actually move the apps to my desired order. But, the apps don't end up actually moving to that order on the scroll screen (where you actually select the stickers).
I haven't been able to rearrange the order correctly on my iPhone or iPad. Maybe I'm doing something wrong?
This does indeed appear to be a bug. I've been able to reproduce the problem on a number of devices (new and old) as long as they have Messages Apps they experience this bug.
We need to get people to submit bug reports on this issue so that is can be fixed in a future update.

Apple is not responsible for 3rd parties message apps
After playing with this a little more today I think I see what Apple is doing, so this may be how they designed it to work. The apps appear when you slide to the left or right based on usage not the order you selected.

You really have no idea what you're talking about.
1. The developer develop the app using the UI. Not Apple.
2. It's the developer's duty to test the app. Not Apple.

This isn't about what the developer created it's about how Apple is displaying the messaging apps. Developers have no control of the UI of the Messaging apps.

The developer has all the control when they created the app.

We're obviously talking about two different things here. You're missing what the OP and I are talking about.
